I'm into turn 70-ish with all but 1 (chameleon Spaces) in Tier3 Economy and Trade Technologies researched. I can't buy heroes from Marketplace, because I don't see a list of them. I have same problem as OP, and maybe more. It's not wasted production if you built it but also discovered the physical location soon after, as the building speeds up how quickly you get more heroes (I think it's like 20% faster.or a 20% discount).
The 'Academy' building is really like an Academy embassy it let's you start accruing points even if you haven't discovered the location of the actual Academy. Once you discover that you'll start accruing points toward getting another hero. The Academy is an anomaly on a shattered/broken/uncolonizable planet somewhere in some random system every game. They all have a specific class, a political party they support and special skills they can unlock. Heroes all have an 'origin' faction but can be used by any of the eight playable major factions of the game.
